On 14 September 2007, U.S. Secretary of Defense Gates provided news anchor Jim Lehrer of the Public Broadcasting Service (PBS) a reference to the term “overwatch:” vantage points, via satellite, aircraft, unmanned aerial vehicles, high-ground positions, etc. The now Chief Architect of the “underwatch” project first coined the term on 8 April 2010 to reference vantage points that were not necessarily attributable to a positive position on the z-axis (i.e. aboveground and/or relatively higher altitude), but rather from a negative position on the z-axis (i.e. underground and/or relatively lower altitude). More generally, the term “underwatch” refers to not only underground elements (e.g. conduits, duct runs, high-voltage underground cables, manholes, power transformers, risers, transformer vaults, etc.), but all aboveground elements of a power grid infrastructure (e.g. aboveground substations and their associated high-voltage transmission lines and/or low-voltage distribution lines, etc.), as pertains to infrastructure monitoring, maintenance, and repair.
